Navigating the Information Landscape: A Comparative Analysis of Media, Information, News, and AI Literacy Frameworks

The concept of literacy has never been static. From its origins as the ability to decode written symbols, a skill that UNESCO (2021a) defines broadly as the capacity to ‘identify, understand, interpret, create, communicate and compute, using printed and written materials associated with varying contexts’ (p. 20). Literacy has continually expanded to meet the communicative demands of each era. The invention of the Gutenberg press in 1450 democratized access to the written word; the spread of public schooling in the nineteenth century universalized basic reading and writing; the rise of film, radio, and television in the twentieth century generated demands for visual and media literacy. Yet no period has produced as rapid or as radical a fragmentation of literacy frameworks as the digital revolution. The convergence of mass connectivity, algorithmic media distribution, and artificial intelligence has spawned at least four discrete, though overlapping, literacy frameworks: media literacy, information literacy, news literacy, and AI literacy (Friesem, 2026). Understanding both what unites and what distinguishes these frameworks is not merely an academic exercise; it is a prerequisite for coherent pedagogy in an age of information overload.
At the foundation of all four frameworks lies the concept of critical thinking — an unwillingness to accept messages, data, or outputs at face value. Hobbs (2010), writing from the Media Education Lab, defines media literacy as ‘the ability to ACCESS, ANALYZE, EVALUATE, CREATE, REFLECT and ACT using all forms of communication’ (p. 18), a formulation that foregrounds active, evaluative engagement with media texts across five interconnected competencies. Similarly, the ACRL’s (2016) Framework for Information Literacy in Higher Education describes information literacy as encompassing ‘the reflective discovery of information, the understanding of how information is produced and valued, and the use of information in creating new knowledge and participating ethically in communities of learning’ (p. 8). The News Literacy Project (n.d.) defines news literacy as the ability to ‘determine the credibility of news and other information, to distinguish among facts, opinions, and assertions, and to recognize the standards of quality journalism.’ Across these three definitions, a consistent thread emerges: the empowered, reflective, and ethically grounded citizen. AI literacy, an emerging framework articulated by UNESCO (2023) and the AI4K12 Initiative, similarly calls for critical evaluation of AI systems, awareness of algorithmic bias, and responsible use of AI tools. Civic engagement, ethical use of information, and lifelong learning are values common to all four frameworks, suggesting a shared intellectual lineage rooted in democratic theory and critical pedagogy (Buckingham, 2003).
However, these frameworks diverge in significant ways, and conflating them risks obscuring crucial pedagogical distinctions. The most significant point of differentiation lies in scope and epistemological orientation. Media literacy, particularly as theorized through the UNESCO MIL framework and the Media Education Lab, is concerned primarily with the structural and ideological conditions under which media messages are produced and circulated. UNESCO (2021b) describes MIL as empowering people to understand ‘the role of media in democracy’ and to engage critically with ‘all types of information, media and digital content’ (p. 30). This framing reflects a tradition of critical cultural studies: media literacy asks not merely whether a claim is accurate, but who controls the message, for whom it was constructed, whose perspectives are represented, and whose are omitted. RobbGrieco (2012) captures this breadth in his influential mapping of the media literacy education landscape, which situates the field between twin poles of protectionism and empowerment, encompassing domains ranging from critical/cultural studies and media reform to civic engagement and digital media learning. Information literacy, meanwhile, is oriented principally toward research practices, source discovery, and the management of information across academic, professional, and everyday contexts (ACRL, 2016). Its natural habitat is the library, the database, and the research assignment — competencies that privilege epistemic rigor over cultural critique.
News literacy occupies a more narrowly defined domain still, concentrating specifically on journalism and public affairs content. Where media literacy interrogates the ideological architecture of an advertisement or a film, news literacy equips citizens to apply verification tools, like cross-referencing sources, lateral reading, reverse image search, and the SIFT method (Stop, Investigate, Find better coverage, Trace claims) to assess the credibility of a news article (Friesem, 2026; News Literacy Project, n.d.). The institutional anchors of news literacy reflect this journalistic focus: the News Literacy Project, the Poynter Institute, the International Fact-Checking Network (IFCN), and First Draft News are its primary organizational homes, in contrast to the library associations (ACRL, ALA, SCONUL) that sustain information literacy, or the media education institutions (UNESCO, Media Education Lab) that anchor media literacy. This is not a trivial distinction. A student trained exclusively in news literacy verification techniques may become adept at debunking a false headline yet remain ill-equipped to interrogate the ownership structures, advertising logics, and representational politics that shape an entire news ecosystem, the terrain on which media literacy education operates (Hobbs, 2010; Mihailidis & Viotty, 2017).
AI literacy further complicates the picture by introducing questions that none of the preceding frameworks were designed to address: How do large language models generate text? What biases are embedded in training data? When should AI-generated content be trusted, and what is the environmental cost of its production? UNESCO’s (2023) AI Competency Framework and the OECD’s work on AI skills begin to map this terrain, but the field remains emergent. What is clear is that AI literacy cannot simply be absorbed by its predecessors. Detecting a deepfake requires a form of media literacy; evaluating an AI-generated research summary requires information literacy; fact-checking an AI-produced news digest requires news literacy. Yet none of these frameworks was designed for a landscape in which the very infrastructure of knowledge production (writing, imaging, coding, reasoning) can be automated and scaled at negligible cost (Friesem, 2026).
The relationship among these four frameworks is therefore neither one of competition nor of simple complementarity, but of productive tension. Each framework illuminates dimensions of the information environment that the others risk leaving in shadow. Media literacy’s structural and ideological analysis is indispensable for understanding the systemic conditions that produce misinformation at scale. Information literacy’s epistemic rigor ensures that citizens can locate, evaluate, and ethically deploy information across the full range of life contexts. News literacy’s verification toolkit provides practical, actionable skills for democratic participation. And AI literacy extends all three into a technologically transformed future in which the line between human and machine authorship is increasingly blurred. The challenge for educators and policymakers is to resist the temptation to treat these as competing brands and instead to design curricula that draw on the distinctive strengths of each — producing citizens capable not only of checking facts but of asking who benefits from the facts they are being asked to check (Buckingham, 2003; Hobbs, 2010; UNESCO, 2021b).
In conclusion, the fragmentation of literacy into four specialized frameworks reflects both the complexity of the contemporary information environment and the genuine conceptual differences among domains of knowledge, practice, and institutional tradition. While media, information, news, and AI literacies share a foundational commitment to critical thinking, civic empowerment, and ethical engagement, they differ substantively in scope, methodology, and pedagogical context. Integrated literacy education that honors these distinctions, rather than collapsing them into a single framework or privileging one over the others, is the most defensible response to an information landscape that is, at once, more open, more dangerous, and more consequential than any that preceded it.
